Target group:
|
- Pre-pensioner people;
- Women (aiming to improve their position in the market and to strengthen principles of equal rights);
- People who can not seek career for objective reasons (weak health, not enough employers, have to nurse others, etc).

Objectives:
|
|
To increase possibilities of combining career and family lives for Utena and Vilnius regions’ inhabitants. To reach the objective by analyzing and adapting the newest methodologies that are employed in Lithuania’s social politics for evaluating competence, technology and home labor.

| Goals: |
- To create and test a methodology that would fit the needs of the region and identify the most common skills.
- To gather and spread both national and international experience to evaluate competences in at least 10 Utena and Vilnius’ districts. Consequently, changing the stereotypical view on people who work at home.

| Innovation: |
- The creation of DP advisor group and collaboration with their members
- Project executor’s mentoring and skills improvement.
DP advisor group is innovative in itself. DP is a group of people who are always mobile and goal orientated. At this time, advisor group includes representatives from Moletai local government, community centers, small businesses and families.
Currently practical experience is not recognized officially. While executing this project, a methodology for identifying and evaluating these skills will be created. Auxiliary workshops and meetings will be organized in order to help systemize experience, improve confidence and ability to use information.
Means of spreading the information and resource usage is also innovative. Public internet centers will be used to access a new internet work club where people will be able to get information, participate in community discussions and communicate with other community members. |

- Analyzing possibilities of working at home;
- Creating of methodology to evaluate skills;
- Evaluation of target group’s entrepreneurship abilities;
- Seminars and round tables with DP advisor group, representatives from business sector, politicians;

- Cooperation with politicians and employers;

- Organizing of fairs and family business presentations in Moletai region.

Planned results: |
- A methodology, which will provide results of analyzing the effect of self employed people on the market, supply and demand, will be created. As a consequence, the 3 most fitting home business activities for Moletai region will be identified.
- New readiness programs and methodologies of evaluation will be created and tested.
- 14 andragogs will be taught as consultants – skills evaluators.
- The advisor group will be formed which will be able to work with the new methodology of competence evaluation.
- A class used for evaluation of competences with necessary environment (equipment, child care, nutrition) will be created.
- 150 people from the target group will have their skills evaluated and granted certificates.
- Experience of community competence evaluation and work at home from Slovakia, Italy and France will be gathered and used in Moletai region. International cooperation results will be described and used in the popularizing of the project.
- An internet work club will be created and adapted for certain situations.
- Project’s methodic information will be organized for public use.
- Law or political decision recommendations will be created and passed on to responsible politicians (Seimas members, ministries, municipalities, business representatives).
- Presentation of project’s results to the society.

| Prospective outcomes: |
|
It is expected that after 6 months of project’s activity, up to 70% of trained people will be doing active work and getting income from the new activities. 50% are expected to do self-employed outwork while combining it with family life. At least 10% will be doing their own business. The prepared consultants will continue their consulting and teaching activities, thus contributing to the improvement of labor force. The established skills’ evaluation base will help any other interested region institutions or people by providing information. The community will have a powerful information and communication source – the internet work club which will help the community to share and improve public internet centers more effectively. |

Prospective impact: |
|
The advantages and possibilities of working at home will be identified and published to the community. Family income and region’s added value will increase. The attention of institutions that can influence political decision will have been drawn to the possibility of using people’s practical experience. |
