Target group:

Objectives:

Strengthening the family as the most important institution for children’s socialization process having applied in practice and having integrated new model of good practice into the social policy of Republic of Lithuania enabling women pre-retirement age women after a long period of unemployment to enter labour market on equal terms.

Goals:
  1. To develop and implement “Development of social services for families with children” model, an innovative support model of employment for women in long unemployment and of pre-retirement age, taking into consideration good international practice.
  2. To share the experience of implementing and using social services for families with children with other municipalities in Lithuania.
Innovation:

Product inovations

Qualitatively new training program for nannies – helper –social worker for social workers:

  • Housekeepers training program revised and extended to fit requirements for nannies-helper- social worker for social workers profession;
  • Registered as official training program for qualification raising.

Technological inovations

  • Online labor exchange for nannies- social workers :
  • Allows nannies to present more data about themselves;
  • Allows families to evaluate qualifications instead of guessing about them;
  • Makes selection process more professional;
  • Available for all people that currently participate in the “black market” of nannies- social workers.
  • Registers nannies CV, resumes, references, availability hours and other preferences;
  • Multi-criteria search mechanisms;
  • Special VIP status for nannies- social workers that completed the training in the project;

Social inovations

System for enhancing volunteers work in families with social risks:

  • Establishment of new enterprise according to home start international system;
  • Adjusting all Home-start international legislation to the local settings;
  • Promotion for enhancing volunteers work in families with social risks.

New way of training nannies – helper for social workers:

  • Theory combined with motivation;
  • Theory combined with practice;
  • Practice after training;
  • Tools to follow-up after training.

Activities:

- Informational system filling; The activities of DP are pointed to creating and testing new innovative model in Lithuania also dispersion of its results in Lithuania and Europe Union. This activity is needed because it guarantees opportunities for, 60 women who are near pension age and were unemployed a long time, actively attend in labour market as soon as they finish learning course and achieve qualification of nanny/social worker.

Activity of DP is oriented to consolidation of model helping families that have children in Klaipeda city, region and Lithuania, so the creation of model is very important to Klaipeda citizens, Lithuania and EU.

  • Home-Start International adapted for Lithuania needs programme of managers preparation will be prepared.
  • 15 Home-Start managers will be prepared under modified programme.
  • Home-Start International subdivision in Lithuania will be established.
  • There will be created and tested virtual nanny- social worke helper labour market and informational system and manuals of it.
  • Project results will be presented to society and politics.

  • There will be less problems suited with children liberties protection in social risk families.

Activities:

Concerning the activities of the development projects, the trans-national cooperation aims at:

  • Exchanging information on experiences and results.
  • Increasing the value of the national projects.
  • Making propositions on methods that can be transferred between zones and/or work collectivises.
  • Motivating the different trans-national partners to participate in the development of the program.
  • Widely spreading the trans-national results.
  • Applying the concept of equality between men/women throughout the trans-national program.

Planned results:

Transnational cooperation products:
-A web page extranet for exchanging information and work in common.
-The printing of joint materiel and in particular:
o A repertory of good practices (which includes bibliographies, methods, legislation, work agreements)
o A text on the model and tutor system for women (balance of work, family and social life).
o A manual on the cognitive and cultural problems in a woman’s political and social life with their solutions found (eg: sexist language, stereotype images of women in the mass-media and in the general culture,…).
Also, the collaboration between the different countries’ projects will allow:
- The comparison and dialogue on common subjects between similar actors from different countries (eg: mayors, trade-unionists, entrepreneurs) by visits and exchanges.
-The elaboration of an operational model of action, for the enterprises and complex organisations, on the “tutoring” of women.
