Taking into account peculiarities of the situation, employers will be invited to become partners; there will also be cooperation with labour exchanges, nongovernmental organizations and other interested institutions that are occupied with ensuring equal opportunities in the labour market.

Target group:

Pre-retirement age people (starting at the age of 40)

Objectives:
  • to increase the accessibility of the pre-retirement age people to the labour market in Vilnus and Utena regions by fighting discrimination which they experience and by promoting equality;
  • to create, test and adapt the support mechanisms with the help of the created support network which will assist pre-retirement age people in returning to the labour market.


Goals:

  • to ensure equal conditions in terms of staying in the labour market;
  • to ensure equal opportunities in getting social, legal and other services;
  • to mould a new attitude towards people that possess large experience in terms of their profession and life;
  • to influence unemployment policy and practice;
  • to adapt the advanced experience of the EU countries.

Innovation:

The project aims at testing, developing and validating new methods of creating and implementing policy at local level, as well as integrating validated advanced experience into the general labour market policy and the transfer of specific actions, including decisions and methodologies that boost the efficiency of policy implementation. The target group of the project includes not only the unemployed but also those employed people that experience discrimination due to their age or lack of qualification. The participants of the project will enhance their qualification and skills; their motivation for staying in the labour market will be increased.

Activities:

  • Research:
    •  Analysis of the situation of pre-retirement age people in Lithuania
    • The situation of pre-retirement age people in the labour market in Vilnius and Utena districts
    • The situation of pre-retirement age people in a firm or organization. Employers’ attitude towards pre-retirement age people. The attitude of persons that work with pre-retirement age people. 
    • Analysis of collective agreements provisions regulating the advance of qualification as well as the implementation and financing of re-skilling.
  • Creation and development of Support Network for the Reintegration into the Labour Market in Utena, Vilnius district;
  • Coordination and administration of develoment communty’s activity;
  • Development community’s work with the target group in terms of its motivation, consulation, encouragement to learn and re-skill;
  • Development community’s employers partners activity with regard to organzing target group’s dispatch to training;
  • Preparation of training programs and methodological material for re-skilling pre-retirement age people;
  • Training of the target group;
  • International work in EQUALIF project;
  • Informational campaign;
  • Influence on public policy by installing model of the reintegration of pre-retirement age people into the labour market.

Planned results:

  • analysis of pre-retirement age people’s needs, opportunities and reasons for inequality (in Vilnius and Utena districts) has been carried out;
  • research of collective agreements’ provisions regulating employees’ training has been performed, analysis of labour acts and evaluation of employment perspectives have been carried out;
  • 3 seminars for the personnel in Vilnius and Utena districts have been held;
  • 2 conferences have been held;
  • a round of forums for representatives of the target group is organized;
  • new modules of the reintegration of pre-retirement age people into the labour market have been prepared; training programs and material;
  • training of pre-retirement age persons has been carried out; professional qualifications for the participants of the project have been granted;
  • educational and informational material has been published;
  • internet site has been created and is constantly updated;
  • support network for the reintegration of pre-retirement age people has been created.
Prospective outcomes:
  • motivation and self-confidence of pre-retirement age persons (participants of the project) will grow;
  • there will be new areas of activity and opportunities for the workgroup to reintegrate and stay in the labour market.
  • new partners working in the labour markets of Utena and Vilnius districts will be attracted that will work in order to reintegrate pre-retirement age people into working activities; in this way the basis for future activities will be created, and the continuity of the project will be ensured.
Prospective impact:
  • unemployment among pre-retirement age people in Vilnius and Utena districts will diminish;
  • advanced experience of European Union countries will be adapted and provided to social partners (labour unions and employers), institutions, schools, women’s organizations, informal institutions for adult education;
  • important questions of integrating pre-retirement age people into the labour market will be raised, improvement of legal acts will be initiated;
  • information on pre-retirement age people’s problems connected with their integration into the labour market will be prepared and disseminated, the society will be informed in order to eliminate the vulnerability of such persons in the labour market;
  • the prepared new modules of reintegrating pre-retirement age people into the labour market may afterwards be applied acroos the whole country.
