Objectives:
|
|
The main aim – to reduce the social exclusion of the youth in risk groups, putting in practice and public polity the proved methods of integration in the labour market and society:
- Promoting and stimulating the occupation growth in youth risk groups, integration in Lithuanian society and (re)integration into the labour market in accordance with Youth Work Centres (YWC), youth NGO sector as a platform able to provide service to both the employment and occupation sectors, and also with Prison Department, Vilnius Region Correction Department, Drug Control Department as an existing mechanism to reach the target group members;
- Solving the problems of target groups in the labour market, stimulating the social partnership in Lithuania;
- Identifying the methods that would enable the members of the DP to actively participate forming the labour market in Lithuania, fighting social exclusion and (re)integrating risk groups into the labour market;
Cooperating with the partners from other countries, using their experience, adopting the good practice models to the needs and demands of Lithuania; intercepting their methods, enabling the members of DP to effectively participate solving the problems of target groups in the labour market and occupation sector. |

Goals: |
|
To design and trial the Occupation and (re)integration in the labour market and society model:
- To create the possibilities for youth, which has neither the qualification nor the working skills, and empowering to involve themselves in the occupation programmes;
- To create a support system for the members of the target group in Lithuania: governmental and non-governmental organisations would ensure the possibility for young people to integrate or reintegrate themselves in the labour market;
- To differentiate the convicted persons according to their specific needs (work, education, dependencies, personality, etc.);
- With the help of special programmes, to develop their social skills, required by labour market, assisting and making it easier for the target group to (re)integrate in the labour market and occupation sector;
- By improving the services of the Youth Work Centres and adjusting them to the requirements of the labour market, to develop the competences of the staff of the Youth Work Centres and to improve the qualifications;
- To use the experience of the youth NGO and given occupation programmes as a tool for young person to become independent and fulfilling the needs of the labour market;
- If young person is choosing the alternative way to participate in the activities of NGO, to ensure the permanent renewal of the potential of human resources in the youth NGO of Lithuania;
- To develop the skills of young people solving the problems of self-integration in the labour market;
Based on the social partnership with the responsible institutions to design the (re)integration programme project and the plan of means:
- While developing the support system model, to gather for cooperation the institutions, which haven’t taken common actions towards the target group by now;
- To stimulate the social partnership in Lithuania by gathering the partners of the DP for cooperation regarding the fulfilment of the needs of the target group, this way acquiring new abilities working with target group and solving the problems to integrate them in the labour market and society;
- By cooperating with the partners abroad, to use the experience and good practice examples, and to adopt them to the needs of Lithuania;
- By using the political influence of the DP partners, to stimulate the Lithuanian Government to solve the problems of the occupation and employment of the target groups as well as to implement similar actions to empower the NGO and business sectors.

Innovation: |
- By establishing a close relationship between the youth NGOs sector and the governmental institutions for creating the conditions for employment and occupation, and also using the youth organisations as a tool, to help the convicted persons (incl. the released on parole persons), the persons in the rehabilitation process from dependent illnesses, the drop-outs of the educational system and for a long period of time not being able to get in the labour market to use the provided services of the Lithuanian Labour Exchange at the Youth Work Centres and support their integration or reintegration in the labour market.
- Development of the mechanism, which ensures for the target group the period of adaptation, during which young people would be directly supervised and in care of various institutions and organisations, enjoying the partnership in the DP.

Planned results: |
- Improved service provided by the Youth Work Centres; revision of the existing programmes and introduction of the new ones;
- By using the youth NGOs as an environment stimulating the occupation and voluntary basis, the skills for the labour market (mobility, enterprise, etc.) of socially excluded target group members are developed;
- The differentiation of the convicted persons according to the risk of repeated delinquency and criminal action research and developed methodology;
- The provided services of the Youth Work Centres to the users, personnel, NGO sector research, which lets to identify the needs and tendencies related to the employment/occupation, and to the target group;
- The analysis of the legislation in relation to the occupation and employment of the target group in Lithuania also comparing with the legislation of the European Union;
- The conferences for presentation of the results;
- The publications of the result of the researches;
- The launch of the pilot project at the Vilnius Region Correction Department and its’ multiplication in other (departments and Youth Work Centres).

| Prospective outcomes: |
- The social activeness of the project’s participants have changed (at the level of personal and organisational competence);
- An increased number of employed young persons in comparison of those not involved in the project;
- The target group is involved in the youth NGO volunteers based actions;
- The target group is given the opportunity to express they needs;
- Increased quality in the work and relationship with the target group;
- Acquired social skills during the occupation programmes.

| Prospective impact: |
- Attention will increase to the needs of the target group in the labour market and society after the research of the needs will be accomplished;
- Based on the research of the target group, the services and the principles of the programmes to employ the target group provided by the labour exchanges will be adjusted;
- Youth NGOs are providing the occupation programmes, which are meeting the needs of the target group in six regions of Lithuania;
- According to the differentiation of the convicted persons methodology the members of the target group will be suggested for appropriate behaviour correction programme;
- The reintegration methodology guide is used in the work with the target group (NGO, Youth Work Centres, other institutions of the DP);
- The opportunities for ease adaptation in the labour market and society will be created after the adoption of the Reintegration programme;
- Increased tolerance towards the target group;
- Reduction of the unemployment and increase of the occupation in six regions of Lithuania;
- By cooperating with the partners of the DP, to strengthen the youth NGOs sector as a tool to integrate the target group in the labour market;
- Monitoring and suggestions to the legislation in relation to the employment, unemployment, occupation, social support of the target group based on the legislation of the European Union;
- Ensured feedback among the institutions, which are providing the service to the target group of the project.
