Target group:

Disabled, social and business enterprises of the disabled

Objectives:

Goal of the project – improvement of instruments of integration into labour market and entrepreneurship promotion means for the disabled implemented in Lithuania and promotion of integration of justified instruments and methods into the national policy and practice of state authorities.

Goals:

  • To conduct internal (domestic) and external (foreign) case study for development of means of integration of the disabled into labour market.
  • Analysis of motivation and entrepreneurship needs of the target group, possibilities provided by the state and market and existing obstacles.
  • Analysis of good practice of foreign partners, business possibilities created by the laws for the target group, successful examples of legislation implementation, trends of motivation and entrepreneurship needs of the disabled
  • Development of a network of business/employment promotion institutions for the disabled and assurance of efficient management and activities of such institutions.

Innovation:

Innovation of the project lies in the fact that promotion of integration of the disabled into labour market will be carried out by employing justified practices in promotion of Lithuanian business in general. Partners of the development partnership posses all necessary experience and knowledge and represent the present small and medium business incubators operating in Šiauliai and Kaunas.
These business development centres for the disabled will carry out broader activities than conventional business consulting centres. Efforts must be exerted to help people with a disability to restore their self-confidence, learn to communicate and cooperate in an efficient way anew. Thus, these business development centres will combine development of working and social skills and render the disabled assistance in their search for alternative forms of their professional self-realisation, overcoming difficulties caused by their disability.
Second, considering the fact that people with physical disability usually have movement problems, in particular innovative virtual distant training and consulting centre will be founded, which will offer an opportunity for the clients of the business development centres for the disabled to learn entrepreneurship on their chosen subjects, improve or change their qualifications without leaving their homes. Virtual distant training centre will ensure sufficient quantity of training materials and experts available to guarantee proper qualification training of the students (clients).
Third, electronic database containing all necessary information for the disabled searching for employment and information about the disabled, their capacities and qualifications will be created. Such databases are necessary in healthy people’s business, but for the disabled labour market – it is a novelty. Another innovative feature of the project is promotion of integration of the disabled labour not only through traditional means but also through work of the disabled themselves, their direct participation in business creation, active search for employment, demonstration of reliable performance of the disabled, which the employers will be able to evaluate not only from words but from real practice as well.

Planned results:

  • Foundation of 5 business development centres according to the existing needs of the disabled
  • Foundation of a common virtual training and consulting centre for business and social enterprises of the disabled
  • Formation of a package of specialised services meeting determined market needs in the business development centres
  • Provision of new services required by the disabled entrepreneurs by the personnel working with the target group in the business development centres
  • Improved employment opportunities for the disabled: operating databases of vacancies and jobseekers
  • Assessment and naming of stimuli and obstacles for business of the disabled
  • Development and dissemination of clear information to the employers about working capacities and necessary working conditions for the disabled.
Prospective outcomes:
  • Disabled entrepreneurs and heads of social enterprises have access to services required by them and full assistance for their business development;
  • The disabled are provided with a possibility for entrepreneurship learning all their life;
  • During the implementation of the project services will be provided up to 15000 disabled people;
  • Establishment of long-standing and reliable co-operation between business companies and development centres for the disabled;
  • Launching of at least five new business projects initiated by the disabled people themselves;
  • New SPD and proposals and recommendations drawn up in the course of the project will have vital long-term effect on further promotion of the disabled labour market. Analysis of the international legislative experience and its results will play key role in that.
  • Creation of more favourable conditions for employment of the disabled in business companies. This support for the disabled is planned in a long-term perspective and should be of high necessity, as being one of the main activities of the development centres.
  • Spread of good practices of employment of the disabled in the labour market and integration of different EU Member States, and influence imposed on employers;
  • Common declaration of the evaluation of the project activity and disabled labour market aimed to induce development of a new state policy of disabled labour market.
Prospective impact:
  • Main effect of the project will be 5% higher employment of the disabled people of active working age in 2005 if compared with 2004;
  • Laws and SPD are expected to provide for proper means and conditions for efficient participation of the disabled people in the labour market;
  • Unemployment rate among the disabled people will decrease at the national level;
  • Formation of more favourable legislative conditions of the state for business representatives to integrate the disabled into the labour market.

Activities:

  • Sharing successful business ideas from our respective countries and areas of work
  • Identifying from these and joint research and development sustainable and replicable business ideas at European level that can be modified to meet the needs of the partners and implemented by them
  • Promoting them in our respective areas and client groups so that they facilitate the process
  • Supporting their growth.

Planned results:

  • An opening conference in the UK to bring together key players from across Europe to look at replication and to begin to identify themes for the subsequent seminars
  • A seminar and/or workshop held by each DP identifying replicable business ideas
  • A minimum of three transnational work groups developing replicable business ideas
  • The development of a network of support agencies
  • A final project conference in Finland, presenting the results and products of the project focusing on the viability and process of how to develop replicable business ideas
  • A website for internal communications with a database of replicable business ideas
  • A final report of the project results
