Target group:
  • young women (16 - 25 years old);
  • from Vilnius and Kaunas regions;
  • which have not gone through the vocational training, have poor professional skills, and do not have motivation to work;
  • which fulfils one of the following criteria:
    • they are pregnant;
    • they are victims of the human trafficking;
    • they have no parents or parental rights of the latter are revoked,
    • because of the early pregnancy or coercive prostitution their parents have rejected them;
    • they have not graduated from principal schools.
Objectives:

THE MAIN GOAL OF DPs is to find out the most effective tools of young women support mechanism of entering or re-entering a labour market. These tools should become the background creating national action plan and measures implementation plan.

Goals:

1. To create a mechanism of entering or re-entering a labour market for the target group, with the aim to reduce the discrimination experienced by the women in the labour market.

2. To influence the national policy by proposing the relevant authorities with the recommendations regarding the ways for solving the problems of the target group in a labour market.

Innovation:

- influence of the national policy by dissemination of information about project, affording recommendations for governmental institutions about issue of target group in labour market and proposing new support mechanism of integration into labour market;

- orientation to the person, seeking to activate young women;

- holistic approach, solving issue of target group;

  • activities of the project correspond needs of labour market and needs of target group;
  • individualized training program;
  • prepared conditions for professional trainings;
  • consider needs of employers;
  • concerted training program with requests of employers.
  • Innovation show:
  • communication of the partners base on exchange of good practice method;
  • it is made possibility work together for the needs of target group and for the needs of society;
  • it is possibility learn from partners and participate in creation of common welfare;
  • integrated working tools, seeking involve target group into labour market;
  • DPs is made from different organizations (youth policy institution, NGOs, training services providing institutions, women‘s organizations). The union of such different organization let take a new glance at issue of women‘s return to the labour market.

Activities:

  • Empowerment of the target group:
    • Creating new support mechanism of integration into labour market;
    • Try-out of new mechanism;
    • Research: mechanism influence for the motivation and skills;
  • Involvement of employers. It is research of opinion and need of employers, study of legal basis; organization of round table; involvement of employers into creation of vocational training programmes.
  •  Activities of „Laboratory of Opportunities“. “Laboratory of opportunities” is new planed activity. The goal of laboratory is to unite ideas, needs and attitudes of DP’s members, employers and women from target group.
  • Activities of Transnational Development partnerships.
  • Transnational Development partnership “MOTIVATION“. It is study (research) of target group’s motivation for work; creation of common methods and tools who to motivate youth for work; representation of results in Lithuania, France and Portugal. (Partners: Lithuania, France and Portugal.)
  • Transnational Development partnership “TINKLAS”. It is activity, which goal is to change experience of communication, to develop skills of DP’s management and to observe implementation of equal opportunities in the partners’ countries. (Partners: Lithuania, Spain, France and Belgium.)
  • Research of effectiveness of new support mechanism of integration into labour market. It is effectiveness research of all activities implemented in the project.
  • Influence on national policy. It is formation and development of working groups from representatives of national institutions, employers, NGO‘s and etc. The goal of this activity is to collect suggestions, to find out issue and to prepare recommendations for national institutions.
  • Spread of information. It is publishing of leaflets, up-date of information in websites of all partners about project, media, presentation of results for specialist and society (seminars).

Planned results:

  1. 1. Created three part program of young women integration into labour market.
  2. 2. The society informed about DPs project (politicians, employers and etc.).
  3. 3. Made individual dialogues with 70 representatives of target group about possibility to participate in the project.
  4. 4. Prepared 40 individual working plans - contracts.
  5. 5. Quizzed target group about needs of professions.
  6. 6. Implemented individual working plans - contracts – organized trainings of motivation, professions and preparation to hire.
  7. 7. Evaluated input of program of integration into labour market for motivation and skills of participants.
  8. 8. Prepared an implemented 4 tools of work with employers:
    1.  Quizzed employers about view to target group.
    2. Quizzed employers about needs of employees‘ professions.
    3. Analyzed legislation of equal opportunities for target group.
    4. Organized round tables for Vilnius and Kaunas employers.
  9. 3 employers involved into creation of training program.
  10. 40 representatives of target group got skills of practical work.
  11. Established and developed activity of „Laboratory of Opportunities“.
  12. Established Decision Making Committee.
  13. Organized seminars for professionals about results of the project and possibility to involve them into practical work.
  14. Implemented activities of Transnational partnership „MOTIVATION“:
    1. Quizzed target group about motivation for work.
    2. Organized 4 common meetings of technicians.
    3. Organized 3 presentations of results of transnational cooperation.
  15. Implemented activities of Transnational partnership „TINKLAS“:
    1. Organized 4 three days meetings. During the meetings worked special interest group, steering committee, organized visits of experience.
  16. 16. Analyzed effectiveness of support mechanism of integration into labour market.
  17. 17. Prepared recommendations and proposals for governmental institutions.
  18. 18. Organized 1 presentation of new mechanism of integration into labour market to representatives of governmental institutions, ministries and municipalities.
Prospective outcomes:
  1. 30 proc. of target group‘s members, who participated in test of new mechanism, successfully integrated into labour market.
  2. Prepared 1 packet of proposals, how form and implement national action plans or other measures, concerned development of youth employment, and presented conclusions of representatives of legislations.
Prospective impact:

In 2008 elements of new support mechanism practice in activities of other institutions of Vilnius and Kaunas.

Activities:

  1. Study and analysis of the problem;

Planned results:

  1. Qualification of the DP human resources and consequent dissemination of methods and techniques, as work methodology for future situations.
    1. Testing of different tools;
    2. Introduction with different motivation forms;
    3. Introduction with different understanding of the same issue and different solving ways.
  2. Established contact of the work group allows evaluating the achievement and impact of developed tools to the public.

  1. Exchanges between managers and politicians responsible in order to learn about other situations in which territorial cooperation networks have been established in relation to employment.
  2. Establishment of criteria to evaluate the operating of a network job.
  3. A comparative study of good practices and policies in relation to equal opportunities for men and women.
  4. Creation of a transnational observatory of equal opportunities for men and women.
  5. Training program for “Equality agents”.
  6. Development and exchange of methodologies related to finding and holding down a job.
  7. Pinpointing good practices concerning job-house methodology.
  8. Drafting a publication to put forward the good practices detected in members’ projects.
