Target group:

The project target group is the disabled. People with slight physical and mental disabilities, inborn or gained, will be involved in the project activities.

Objectives:

  • To cooperate all DP members to create and to realise DP conception, focusing on inclusion of the disabled into the active participation from the very first phase of the DP formation;
  • To prepare a complex and effective support system for the disabled, which would ensure consequent integration and support in remaining in the labour market through mediator‘s institution, including motivation, vocational training, information and consultation services, improvement of qualifications, job search and psycho-social adaptation in a real working place;
  • To prepare professional mediator specialists and to constantly implement the analysis of mediator‘s practical activities, in order to create conditions for effective and productive social support for the disabled in employment and adaptation processes;
  • To prepare, to test and to adapt innovative motivational means for the disabled and for vocational training centres, encouraging social and Professional integration of the disabled and re-integration into the labour market;
  • To develop the model for evaluation of professional competencies and skills, this would serve as the basis for the development of soft skills and motivational methodology and application for individual needs of the disabled;
  • To prepare the material for the staff of education institutions how to train social staff, so that they were able to develop activities in their every day life orientated to motivation of the disabled and development of their soft skills;
  • To prepare and implement a program for motivation and information of the employers and colleagues about skills of the disabled, vocational training and personal features;
  • To implement research of cooperative activity of DP in order to ensure effectiveness of the model to be developed, added value of the mediator‘s institution and the development of DP member competencies;
  • To develop and support open and virtual system of observation and collaboration of the PD, in order to ensure PD functions and partner cooperation efficiency, science and development, as well as practical synergy and dissemination of the experience;
  • To coordinate PD activities with education and rehabilitation organisations, and with institutions participating in the formation and implementation of employment policy, to prepare recommendations concerning mediator role in formalising social and vocational integration of the disabled, and improvement of rehabilitation system to the Ministry of Social security and labour, to the Ministry of Education and Science, and other institutions.

Goals:

The goal of the DP is to prepare, to adapt and to realize an open cooperation model of the partnership to create the conditions for integration and the support for the disabled in the labour market through the system of social support.

Innovation:

Professional rehabilitation services in European Union are a compound part of a professional integration system, closely interacting with social services, labour market, medicine and educational systems. On the grounds of governmental document of Lithuanian Republic Strategic tendencies of professional rehabilitation development in 2004-2010 in Lithuania, it can be stated, that in our country act only single professional rehabilitation units – evaluation of professional skills, qualification provision, placement and etc., yet one system of professional rehabilitation services, that could secure working skills acquisition by the disabled, re-creation and effective entrenchment on the labour market, is still not created. To solve this problem an innovative approach is required, allowing not only to mobilize competence of partners’, working in separate disabled rehabilitation segments (social workers, employers, workers of rehabilitation centers and educational institutions, etc.), but also to secure efficient interaction of these institutions. With this aim in mind, a cooperation model of VB partners EQUAL ANGELaS is being created during the initiated project, practical testing and constant development of which, including purposeful groups, will help to unite separate disabled rehabilitation units; to apply the best experience, knowledge and competence; integrate new motivation and training methods.

Professional rehabilitation initiatives implemented in Lithuania often do not lead to proper results, so to guarantee the efficiency of this cooperation model, vital is a new approach to participants’ conformity of functionality to concrete needs of the disabled, providing rehabilitation services to them. One of the weakest links is, that a constant assistance to the disabled during the whole rehabilitation process is guaranteed only by family members, therefore newly created rehabilitation system for the disabled should include a new character – mediator, - who, with the help of continual support programme and assistance to the disabled both during rehabilitation and placement, would secure integrity, efficiency and conformity of the created model to separate needs and skills of the disabled.

VB partners innovatively treat not only the integrity of rehabilitation process of the disabled, but the environment too, where the disabled will have to adapt, seeking to fully entrench on the labour market. This environment – employers and colleagues, whose stereotypical thinking about skills and needs of the disabled, is one of the biggest barriers, determining negative environment of the disabled placement. In this context created by VB partners’ informational and motivational measures will help to master this stereotypical stigmatized evaluation of the disabled and prompt the creation of communication and collaboration environment, where the disabled could realize their personal and professional capabilities.

Evaluating the development system of working skills of the disabled, one could notice that this system is oriented only to professional skills formation, not paying appropriate attention to social skills of the disabled, the lack of which are one of the primary disturbers, not allowing the disabled to enter social life, integrate into labour market. So VB members form a new approach to professional training of the disabled, integrating it into such weighty constituents as motivation and training of general skills, regarding individual competence, capabilities and needs of the disabled.

Limited physical mobility of the disabled often does not allow his involvement into training, communication or working activity, so an important accent of the VB cooperation model is presentation of remote training and tele-working principles for the disabled, familiarizing him with various possibilities of the virtual world.

EQUAL ANGELaS cooperation model for integration of the disabled into labour market guarantees an efficient assistance to the disabled on each professional rehabilitation stage (personal capabilities, physical and psychological state evaluation, provision of professional skills, placement and etc.). Consistent sequence of these studies in each individual case provides the disabled with conditions not only to enter labour market, but also to store his competence, strive for a carrier.

EQUAL ANGELaS cooperation model – changeable and shifting. Analysis of this system and mediator activity will be constantly pursued, VB sectors’ activity development recommendations prepared. Such feedback forms conditions to react to innovative VB members’ ideas, correct activity of separate segments, constantly develop VB cooperation model.

In the result of constant feedback, shift and renewal mechanism formed enable EQUAL ANGELaS model to be adapted in other regions.

Activities:

  • search of national and international partners;
  • signing agreements;
  • setting participants and criteria for project evaluation;
  • preparation of Project management and dissemination mechanism;
  • initial Project staff training;
  • establishment of the cooperative activity model and mediator activity research;
  • preparation of training/ information material (for the disabled, mediators, education institution staff, employers and colleagues);
  • piloting and testing of the model, including the disabled and realizing their rehabilitation and employment process;
  • improvement of PD model and preparation of recommendations for the institutions responsible for the formation and implementation of the employment and rehabilitation policy for the disabled.

Planned results:

  • Prepared VB EQUAL ANGELaS open environment cooperation model for (re)integration of the disabled into labour market, when all VB members actively participate in professional rehabilitation of the disabled (11 institutions will form an initial model and at least 4-5 institutions will be invited to participate in model activity);
  • Created international partnership from as yet existing separate segments and so improved work of all institutions seeking a general aim – placement of the disabled;
  • Created mediator institution, coordinating activity of separate segments;
  •  Fulfilled mediator activity analysis and recommendations prepared (prepared report, printed version and electronic version);
  • Prepared recommendations for VB EQUAL ANGELaS activity improvement (printed document and electronic version on the Internet);
  • Prepared virtual collaboration and observation environment VB EQUAL ANGELaS;
  • Prepared training informational and motivational materials (applying traditional and remote technologies);
  • For workers of educational institutions (approx. 40 academic hour: a) course of remote training methodic, b) specific requirements to work with the disabled);
  • For social workers - mediators (approx. 80 academic hours theory and practice session for work with the disabled, with an employer, colleagues, ergo-therapists, workers of education institutions, other local and regional authority institutions);
  • For the disabled (training material intended to motivation and formation of general skills);
  • For employers and colleagues (prepared video material (approx. 10 min) with good experience examples and recommendations how to equip a working place for the disabled, round-table discussions, seminars for employers and colleagues);
  • Prepared NM methodic course for lecturers to work with the disabled and social workers – mediators;
  • Training modules placed in virtual environment;
  • Prepared recommendations for institutions forming and implementing social and busyness policy, how to stimulate community activity in the future and how to apply this model in other regions’ expansion.
Prospective outcomes:
  • Trained approx. 10-15 lecturers (about 60% women and about 40% men);
  • Trained up to 20 social workers – mediators (about 50% women and about 50% men);
  • Trained up to 200 disabled persons (about 50% women and about 50% men);
  • Prepared spread plan;
  • Up to 50% of the purposeful group members will gain a new profession;
  • Up to 20% of the purposeful group members will be employed (among them about 50% women and about 50% men).
Prospective impact:

All as yet existing separate segments will become active members of an open environment VB EQUAL ANGELaS model and collaborate on implementation of the primary aim – providing the disabled with more open possibilities to be employed and stay on the labour market:

  • Constantly will collaborate and prepare general activity reports;
  • Stimulated by mediator institution will provide recommendations and feedback to one another, as well as strengthen interaction and link between the disabled, placement and employment organizations;
  • Employers and the disabled will determine preparation of training programmes, highlighting their needs and possibilities and so influencing educational institutions in preparation efficient training programmes, and preparing social workers – mediators, as well as creating professional training programmes for the disabled;
  • Constantly implemented and stimulated mediator’s activity will be analyzed and the evaluation of this activity will be constantly prepared, the disabled actively participating in the evaluation process;
  • According to recommendations provided by all VB EQUAL ANGELaS members, a law, regulating placement of the disabled, will be improved and also training programmes for the disabled and social workers – professional programmes prepared by mediators will be improved as well.

EQUAL ANGEL:Cooperation Model of the Accessible Environment for the Integration of the Disabled into the Labour Market


Activities:

  1. Evaluation of competence and difficulties of every country purposeful group, needs’ analysis and compensation measures.
  2. Preparation and improvement of purposeful group long-term placement simplification methods.
  3. Rise of enterprise consciousness (employer and labour market) in regard of socially separated people welfare and importance of their insertion and integration into labour market.
  4. To suggest place problem to regional and country authority institutions guidelines and recommendations, related to purposeful group placement and entrenchment at work.
  5. Formation of agents’ networks, allowing to compare the good practice, to share tested methods in the area of social insertion, to compare services provided in different countries, to recognize and strengthen the most important factors.

Planned results:

Organization of international days:

  • Exchange of tried practice and measures of each project and the first EQUAL project stage, (module of equal possibilities of men and women, good experience examples’ manual how to insert the candidates into labour market,…)
  • Exchange of products and innovative steps, related to general topics (frequently asked questions) or VB inner matters.

Equal possibilities:

  • How to integrate yourself and implement equality principle, getting and keeping a job with the help of horizontal and cross method.
  • Method exchange will provide favourable conditions to analyze current strategies, related to professional equality, possibility to study and receive support to entrench at work, as well as non-discriminating strategies, related to the disabled.

Informational and communicational technologies:

  • To standardize IKT usage between the partners during the project.
  • Preference in communication with purposeful group participants, employers and mediators is given to electronic post.

Empowerment:

  • To include enterprises and purposeful group members into international exchange, so all interested sides could meet. To prepare a manual based on good experience about placement and entrenchment at work, establishing each partner’s input in it (paper, CD-R, internet…), where recommendations to public institutions would present.
