The goal of the DP is to prepare, to adapt and to realize an open cooperation model of the partnership to create the conditions for integration and the support for the disabled in the labour market through the system of social support. |

Innovation: |
|
Professional rehabilitation services in European Union are a compound part of a professional integration system, closely interacting with social services, labour market, medicine and educational systems. On the grounds of governmental document of Lithuanian Republic Strategic tendencies of professional rehabilitation development in 2004-2010 in Lithuania, it can be stated, that in our country act only single professional rehabilitation units – evaluation of professional skills, qualification provision, placement and etc., yet one system of professional rehabilitation services, that could secure working skills acquisition by the disabled, re-creation and effective entrenchment on the labour market, is still not created. To solve this problem an innovative approach is required, allowing not only to mobilize competence of partners’, working in separate disabled rehabilitation segments (social workers, employers, workers of rehabilitation centers and educational institutions, etc.), but also to secure efficient interaction of these institutions. With this aim in mind, a cooperation model of VB partners EQUAL ANGELaS is being created during the initiated project, practical testing and constant development of which, including purposeful groups, will help to unite separate disabled rehabilitation units; to apply the best experience, knowledge and competence; integrate new motivation and training methods. Professional rehabilitation initiatives implemented in Lithuania often do not lead to proper results, so to guarantee the efficiency of this cooperation model, vital is a new approach to participants’ conformity of functionality to concrete needs of the disabled, providing rehabilitation services to them. One of the weakest links is, that a constant assistance to the disabled during the whole rehabilitation process is guaranteed only by family members, therefore newly created rehabilitation system for the disabled should include a new character – mediator, - who, with the help of continual support programme and assistance to the disabled both during rehabilitation and placement, would secure integrity, efficiency and conformity of the created model to separate needs and skills of the disabled. VB partners innovatively treat not only the integrity of rehabilitation process of the disabled, but the environment too, where the disabled will have to adapt, seeking to fully entrench on the labour market. This environment – employers and colleagues, whose stereotypical thinking about skills and needs of the disabled, is one of the biggest barriers, determining negative environment of the disabled placement. In this context created by VB partners’ informational and motivational measures will help to master this stereotypical stigmatized evaluation of the disabled and prompt the creation of communication and collaboration environment, where the disabled could realize their personal and professional capabilities. Evaluating the development system of working skills of the disabled, one could notice that this system is oriented only to professional skills formation, not paying appropriate attention to social skills of the disabled, the lack of which are one of the primary disturbers, not allowing the disabled to enter social life, integrate into labour market. So VB members form a new approach to professional training of the disabled, integrating it into such weighty constituents as motivation and training of general skills, regarding individual competence, capabilities and needs of the disabled. Limited physical mobility of the disabled often does not allow his involvement into training, communication or working activity, so an important accent of the VB cooperation model is presentation of remote training and tele-working principles for the disabled, familiarizing him with various possibilities of the virtual world. EQUAL ANGELaS cooperation model for integration of the disabled into labour market guarantees an efficient assistance to the disabled on each professional rehabilitation stage (personal capabilities, physical and psychological state evaluation, provision of professional skills, placement and etc.). Consistent sequence of these studies in each individual case provides the disabled with conditions not only to enter labour market, but also to store his competence, strive for a carrier. EQUAL ANGELaS cooperation model – changeable and shifting. Analysis of this system and mediator activity will be constantly pursued, VB sectors’ activity development recommendations prepared. Such feedback forms conditions to react to innovative VB members’ ideas, correct activity of separate segments, constantly develop VB cooperation model. In the result of constant feedback, shift and renewal mechanism formed enable EQUAL ANGELaS model to be adapted in other regions. |
