Target group:

Ethnic minority of Roma living in 3 areas in Lithuania:

  • Vilnius city
  • Ukmerge district
  • Salcininkai district
Objectives:

Developing and testing the support mechanism for Roma integration into labour market and transferring of the best practice to at least to one more region in Lithuania.

Goals:

  1. Developing and testing of support mechanism for Roma integration into labour market and co-operation networks.
  2. Training of Social Workers and their Assistants by applying experience from Western Europe for working with Roma.
  3. Upgrading staff qualification of interested institutions that are working with Roma people.
  4. Testing support mechanism for Roma integration into labour market preparing Roma for employment market. Elimination of obstacles preventing Roma to integrate them into labour market with support of the trained staff.
  5. Formulating more favourable public attitude towards Roma and Roma attitude towards general public.
  6. Dissemination of progressive Roma integration experience. To influence politicians to remove legal barriers that prevents integration of Roma into labour market.

Innovation:

There is dyad in creating a mechanism of Roma integration to labour market: it consists from the specialist – Social worker and his assistant – Roma person. The main attention in the process of integration will be paid on the active work of this new created dyad, the main task of which – to help Roma individuals to get desired qualification, professional skills and to find a job.

Activities:

  1. Development and implementation of the model of the social partnership to reduce social separation in Vilnius city, Ukmerge and Salcininkai districts.
  2. Creation of the co-operation networks and their activities.
  3. Training of staff and representatives of the interested institutions working with Roma.
  4. Vocational and informal training of Roma.
  5. Dissemination /Public activities, dissemination of project goals and tasks
  6. Transnational activities.
  7. Influence to politic and practice.

Planned results:

  1. The target group is organised – Roma people, living in Vilnius city, Ukmerge and Salcininkai districts.
  2. Development and implementation of the model of the social partnership to reduce social separation in Vilnius, Ukmerge and Salcininkai districts.
  3. Created and tested local co-operation networks in Vilnius city, Ukmerge and Salcininkai districts.
  4. Using the West European experience 20 social workers and 20 their asistents are trained.
  5. The experience of foreign partner is conveyed during the seminars with organisers of studies for social workers and their assistants
Prospective outcomes:

Roma will be able to adapt foreign experience in the integration to labour market area; equal possibilities will be given for Roma to acquire profession, to participate on labour market and get work income; they could adapt the progressive mechanism of support of integration to labour market in different territorial regions and with different socially excluded groups.

Prospective impact:
  • The experience of the general public and and their effectiveness of work with Roma will increase;
  • It will change public attitude towards Roma and their problems;
  • Employees and staff of the state institutions will better percept Roma and will be able to satisfy their needs;
  • Roma employment will increase;
  • Roma isolation will decrease and it will change public attitude towars Roma and their problems.

Activities:

  1. 8 TCA meetings are planned.
  2. Common edition/research. Every partner prepares and presents his part of edition.
  3. Common CD. Only 4 partners take part.
  4. The modul of higher education. Every partner can prepare the materials for the lectures in higher schools about ethnic variety in his mothertongue.
  5. Common web-site.
  6. Two common international dissemination events at the end of the project: one – in West Europe, second – in East Europe.
  7. Exchange of experts/trainers in TCA.
  8. National dissemination arrangements/the best pracice. A component of national activities of each partneri is planned work with local partners informing about international partnership.

Planned results:

  1. One common methodics and common indices of analysis of real migration situation in Europe.
  2. Common edition/research: participation of partners in this TCA gives possibility to prepare edition which includes different realities and ethnic minorities, the basis of TCA usefulness is diversity.
  3. Every partner works with different ethnic minority. The main aim is to exchange ideas, adapt them in different national real conditions of each partner, to enrich this way knowledges and adapt them in practical employment activity.
  4. Information and experience exchange – this TCA creates new European network that gives TCA possibility to make connection with all the organisations in Europe, working in the field of problems on labour market for national minorities. TCA concentrates information about politics and practice in the other European countries;
  5. The main strength of this TCA is its partners‘ cultural and geographical variety. It allows our TCA to offer more copious and generalised products enabled to get common vision of real situation in Europe concerning the ethnic minotities living in EU.
  6. Experimenting and trying of methods of cultural differences adaptation in firms – TCA works using every country as a place where every case is analysed and created initiative research is tried for managing the variety. This good practice must be concentrated in common edition and on DVD.
  7. Common dissemination events: it would difficult for one DP to disseminate common results through all Europe. Six European countries immediately get benefit from this TCA. The activity in the field of integration is more usable and has better effect if it supported by 6 members-states.
  8. Contacts established due to EQUAL TCA are hardly estimated and very useful for further national and international activity.
