Target group:
|
Unemployed family members that are not able to manage family and professional issues because of dependants – disabled persons (children and adults) or elderly people that cannot take care of themselves.

Objectives:
|
To create means enabling to find information about stationary and non-stationary social services to be provided to clients that after having used them could return to labour market.

| Goals: |
- To attract and to unite the most modern and advanced international and national establishments involved in coordination of family and professional issues in the area of target group activity stimulating national and international co-operation;
- To investigate family needs of a target group and possibilities for integration into labour market;
- To create means and mechanisms for selection and renewal of information about establishments rendering stationary and non-stationary social services;
- To select and process information about establishments providing stationary and non-stationary social services;
- To create means and mechanisms for the purpose of distribution of information about establishments providing stationary and non-stationary social services and to make this information accessible to the target society segment;
- To create a system that shall turn the accumulated information about establishments providing stationary and non-stationary social services into information accessible by different distribution ways (leaflets, information distribution through municipalities and other self-governing institutions, agreements concluded with call centers);
- To create means and mechanisms for selection of information about social services used by the family members being unemployed for a long period of time and their release for integration into labour market;
- To psychologically prepare the released family members and stimulate their motivation to be integrated into labour market trying to provide them with employments opportunity;
- To prepare the information and means about possibility to find job delivery procedure to released family members.

| Innovation: |
- Up to now work with people nursing their family members that would like to return to labour market was as a reaction to their applying. The main point of assistance were labour exchanges, the workers of which treated all the unemployed as equal. However, special attention should be drawn to clients nursing their disabled family members and pro-active actions should be taken in regard with them. That means that first of all, these people should be stimulated to return to labour market – it is necessary to find them, to understand their needs, to encourage them to return to labour market. These individuals need to be provided with all technologies that would enable them to find all social services applicable to their dependants and then to take care of themselves and to start working again. Therefore, Development Partnership shall act the other way compared to previous practical actions taken – it shall act pro-actively, finding people of target group and after having them motivated to use social services provided by appropriate establishments as well as provided psychological assistance aimed at returning to work taking into consideration their specific needs.
- New information technologies shall be created and integrated for accumulation and distribution of information about establishments providing social services, up to now this did not exist in Lithuania.
- Organization form. Developing Community partnership shall be created between establishments of different types: UAB (NRD), budget institutions (3 organizations), public institution (Women‘s Crisis Center of the Kaunas region). According to activity types organizations can be grouped as follows: establishments providing social services, coordinating social services distribution, organizations providing information technological services. This organizations’ homogeneity based on interests uniting and co-coordinating cannot be treated as common and usual regarding Development Partnership projects in Lithuania, however, taking into consideration processes of innovations creation that is the only process that can guarantee the discovery of different type innovations and distribution during the project implementation.

Planned results: |
- Family needs of a target group and possibilities for integration into labour market were investigated.
- Means and mechanisms for selection and renewal of information about establishments rendering stationary and non-stationary social services were created;
- Information system provisions were coordinated; system specification and was prepared;
- Information about establishments providing stationary and non-stationary social services was selected and processed ;
- Means and mechanisms for the purpose of distribution of information about establishments providing stationary and non-stationary social services and to make it accessible to purposive society segment were created;
- A system that shall turn the accumulated information about establishments providing stationary and non-stationary social services to the information accessible by different distribution ways (leaflets, information distribution through municipalities and other self-governing institutions, agreements concluded with call centers) were created;
- 4 Information terminals were installed in the regions of Vilnius, Elektrėnai, Kaunas, and Klaipėda.
- Means and mechanisms for selection of information about social services used by family members being unemployed for a long period of time and their release for integration into labour market were created;
- Training program and materials for the course “Psychological preparation for job searching” was prepared;
- Methodology for self-help groups was adapted;
- Social work with 300 members of the target group was performed;
- The released family members were psychologically prepared and their motivation was stimulated to be integrated into labour market trying to provide them with employment opportunity;
- Information and means about possibility to find job delivery procedure to released family members were prepared.

| Prospective outcomes: |
- People, establishments and institutions shall easier find information about organizations providing social services, the quality and the scope of services shall be provided;
- For people that used social services, a possibility to inform the organizations involved in working in appropriate sphere in order to receive training and other services required for re-integration into labour market, shall increase ;
- A number of people that at present do not know about the organizations providing social services, their location, conditions, etc. will be ready of be employed after having received this information;
- Information base about social services provision in Lithuania shall be improved and extended and developed in the future.

Prospective impact: |
The Project shall be focused on overcoming the unemployment crisis as well as creation of psychological comfort for families that take care of disabled family members and are restricted regarding employment opportunity.

Planned results: |
Methodology and results of research products, registering the difficulties that people encounter in reconciling professional and family life in order to find effective intervention strategies to deal in this area were shared; Collaboration in developing new models (social, pedagogical, mentoring, etc.) was performed and the access and return to work, aiming at reconciliation was promoted; Mechanisms of reintegration of the target groups and tools for information provision towards the target group were created; Information about the reconciliation of family, social and professional life was shared; Promising practices in this area and the constraints to success were found; Experiences and promising practices in helping people to attain a better quality of life by promoting reconciliation were exchanged and shared.
