Target group:
  • Young people;

  • Relatives, whose family members are working abroad.
Objectives:

To create equal opportunities for young people with families, who have low qualifications and seek employment abroad, to integrate into the Lithuanian labor market while reconciling work and family life and to influence Lithuanian social policy dealing with work migration.

Goals:
  • To create and implement a new model for reconciling work and family life among young people who seek employment abroad in order to strengthen their social integration.
  • To create a pilot model of information and psychosocial support center for young people who seek to communicate with relatives who are abroad, or who seek employment abroad themselves.
  • To influence Kaunas Regional Development to include support for target group in their strategies.
Innovation:

Creation of a novel support model for young people experiencing difficulties in integrating to the Lithuanian labor market. Novel aspects:

  • Discover the degree of the problem – why people choose to work abroad instead of reconciling work and family life in Lithuania;
  • Create a support model oriented not only at raising qualification but also providing help for the whole family
  •  

Focus on the target group when creating a development partnership. This will be a first attempt to work with partners in a development partnership, where the role of other partners is equally important as the leading partner’s.

     

Creation of the theoretical support model is two dimensional:

  • A support model is being created independently (inductive principle) – support is designed to fit the needs of the target group (through qualitative analysis - interview)
  • Applying international practice – since one of the problems dealt with is work migration, the experience and situation of partner countries: Czech Republic, Germany and Spain are considered.

Activities:

  • Creation of a new support model for young families seeking to reconcile work and family life based on the analyses conducted as well as analyses comparisons done with cooperation of the foreign partners’.
  • Creation, implementation and publicity of the results of the qualitative research on the phenomenon of work migration in Lithuania.
  • Creation and implementation of an experimental psychosocial support and information center designed for the target group.
  • Planning and implementing the career training programme.
  • Accommodating the results to influence policy makers.

Planned results:

A completed theoretical study of current trends for young people seeking to reconcile work and family life in Lithuania:

  • Analysis of Lithuanian legislation dealing with migration and especially with work migration;
  • Analysis of occupations of the highest demand (current skill deficits);
  • A database consisting of information about the problems and needs of young people seeking employment abroad;
  • Analysis of the family policy – existing financial provisions for young families. The publication "Barriers to reconciliation of work and family life in Lithuania and theoretical study of current trends" is printed. (200 copies)
  • A comparative study is conducted with partner countries: Czech Republic, Germany and Spain.

Quantitative and qualitative research „The premises and causes of work migration". Respondents: young families raising pre-school aged children, where one or both parents have previously worked abroad or are doing so currently (230 families), as well as 300 young families, whose interviews will reveal the current tendencies of work migration. A publication summarizing the research results is printed (300 copies).

An experimental psychosocial support and informational center (EPIC) is created for the target group (160 people). Services provided:

  • Individual psychotherapy sessions;
  • Group therapy directed towards cultivation of emotional intelligence (experiential seminars/ workshops);
  • Free internet facilities in order to promote keeping in contact with relatives working abroad;
  • Database with relevant information for people seeking to work abroad or return to local labour market.

Career training programmes made available for the target group:

  • Accounting;
  • Book keeping;
  • Book keeping with utilization of computerized programmes such as PRAGMA, etc;
  • Basic computer skills;
  • Organization of internet business;
  • Computer graphics, layout and design;
  • Postal operator program.

Strategy oriented to influence local policy:

  • round table discussions and debates with politics;
  • national conference summarizing the experience acquired within the development partnership over the duration of the project „Work migration and it‘s effects on the family and economy";
  • a detailed proposal of a support strategy for solving problems young people face when trying to reconcile work and family life in response to the Kaunas city development strategical plan for time period 2005 – 2014.
Prospective outcomes:
  • The theoretical study of current trends dealing with young people reconciling work and family life will allow the politicians of Kaunas city municipality as well as the representatives of the ministry of social security and labour better understand the barriers to reconciling work and family life through the perspective of work migration
  • The results of the research „The premises and causes of work migration" will provide information for politicians, and specialists working in the field of social sciences about the problems caused by work migration as well as the direct causes of the phenomenon itself, because of which young people are more likely to pursue employment abroad rather than integrate into the local labour market.
  • Young families which utilized the services offered by the development partnership will solve the effects of work migration.
  • The acquired emotional competence and the new qualification achieved will facilitate integration into the local labour market for the target group.
  • Young families will learn to reconcile work and family life. The representatives of the ministry of social security and labour and Kaunas city municipality will acknowledge that family and work policy needs to be developed and made more flexible to accommodate the needs of young people and families.
Prospective impact:
  • Financial provisions for programmes which provided services to young families seeking to reconcile work and family life.
  • Law revisions will be made in the fields of work policy and child care taking into consideration the published results of the development partnership.
  • The public announcement of the results achieved by the development partnership will inform the society of the reasons why reconciliation of work and family life is important.

  • Exchange of good practice about the pilot models created for work with families.
  • Conclusive transnational conference „Flexible and innovative ways to reconciliate family and professional life"is held in Lithuania, results are presented on the EU level
